The size limit is dependent on the uploader that you are using and if you are uploading through Picasa, you can upload videos up to 1GB while the Mac uploader only lets you upload up to 100MB. The videos that you export are recommended to have 30 fps frame rate, 4:3 aspect ratio, and 640 x 480 resolution.
